
Electrical Risks and Bucket Trucks
People on bucket trucks working on utility lines high above ground are a common sight across the country. Nevertheless, not so visible are employees who put up and take down holiday lights and other seasonal decorations. They are not trained electrical workers; yet, they routinely operate close to live electrical lines typically after darkness has set in.
Overhead utility wires pose a particularly dangerous problem for employees who use bucket trucks to perform non-electrical work. Given certain circumstances, even standard low voltage utility and telephone drops to houses can generate adequate electrical energy to kill an individual. The accompanying dos and don’ts present guidelines for avoiding the hazard of electrocution faced by personnel who are not trained electricians.
* If you use equipment that increase your reach, the minimum distance you must maintain from utility lines should be greater than the longest possible extension of the tool.
* Prior to starting work, check insulation barriers and other equipment for wear. Do not use equipment that is wet, has dirt on it, or shows signs of wear and tear on the insulation.
* Always insulate nearby power wires and use approved personal protective gear if your work is electrical in nature such as hanging lights or electrical signs.
* Workers around the bucket truck must not make physical contact with the vehicle or any parts of it when it is being used near utility lines.
* If the work site is near utility lines, enquire with the utility company to see if they can de-energize the lines or install protective insulation over them for the duration of the work.
* Always treat utility wires as if they are energized and never touch them with your bare hands.
* All electrical tools and equipment should have the correct rating for the job.
* Check and ensure that the bucket is adequately insulated if you are going to be working around electrical wires.
* You must ensure all your equipment to prevent the creation of additional paths to ground even if the bucket of the truck is insulated.
* Keep a distance of at least 10 feet from all power wires. The rule also applies to all equipment and tools.
OSHA’s guidelines require employees to maintain a distance of at least 3 feet when working near insulated electrical wires rated at 300 volts or less.
Nevertheless, NIOSH recommends the much more stringent minimum distance of 10 feet for wires carrying voltages less than and up to 50kv regardless of insulation. NIOSH also recommends an additional .4 inches of clearance for each kv above 50.
We note in passing that the regulations for crane & rigging safety, CFR 1926.550(a)(15)(i), specifies that a minimum clearance of 10 feet be maintained between crane loads and utility lines of less than 50kv.
Most power lines are not insulated. So the best practice is to treat all utility wires as live and not to get closer than ten feet to them. Naturally, you will need to consider all other safety elements and increase the minimum distance accordingly.
To avoid injuries and minimize equipment and property damage bucket truck operator training should be comprehensive, and it should provide safety guidelines for avoiding all hazardous aspects of work.
